The Eastern University of Sri Lanka, was founded on the 1st of October 1986 by a Eastern University of Sri Lanka Obtain dated 26th September 1986 issued under section 2 of the Universities Act No. 16 of 1978. The Eastern University of Sri Lanka was preceded by the Batticaloa University College organized on 1st August 1981.
The Batticaloa University College itself was founded to fill a long felt require for the advancement of a Higher Education Institution in the Eastern Province.

Since the organization of the Eastern University of Sri Lanka in 1986, there has been only a sole library to cater the needs of 4 Faculties namely Faculty of Agriculture, Faculty of Arts & Culture, Faculty of Commerce & Management and Faculty of Science. There was a Branch Library for Faculties of Arts & Culture and Commerce & Management that was founded in 1991 in the Batticaloa Town and it had performed till 1994. Soon after on it was amalgamated with the Main Library, Vantharumoolai, when these 2 faculties were altered from Batticaloa to Vantharumoolai.
